Mark J. Tarr, President and Chief Executive Officer

Mark Tarr has served as President and Chief Executive Officer for Encompass Health since Dec. 29, 2016. Prior to assuming the role of President and Chief Executive Officer, Tarr served as executive vice president and chief operating officer for Encompass Health from 2011-2016, having served as executive vice president of operations since Aug. 1, 2007, and as president of the company’s inpatient division since September 2004. He joined Encompass Health in 1993, and has held various management positions within the company. Tarr earned his bachelor’s degree from Ball State University and his master’s in business administration from the Goizueta Business School at Emory University.

Doug Coltharp, Executive Vice President and Chief Financial Officer

Douglas (Doug) E. Coltharp was named chief financial officer on May 6, 2010. Prior to joining Encompass Health, Coltharp served as a partner at Arlington Capital Advisors and Arlington Investment Partners, LLC, a boutique investment banking and private equity firm. Coltharp also served 11 years as executive vice president and chief financial officer for Saks Inc. In this role, he was responsible for recapitalizing the company and guiding it through a series of acquisitions and organic growth strategies that transformed it from a small cap, regional department store operator to a Fortune 1000 national retailer. Coltharp began his career in 1987 at Nations Bank, N.A. (now part of Bank of America) and rose to become senior vice president and head of Southeast Corporate Banking. During this time, he advised Fortune 1000 companies on capital raising and other corporate financial matters. Coltharp graduated from Lehigh University with a bachelor’s degree in finance and economics and earned his master’s in business administration with concentrations in finance and strategic planning from the Wharton School, University of Pennsylvania.

Patrick Darby, Executive Vice President, General Counsel and Corporate Secretary

Patrick Darby was named executive vice president, general counsel and corporate secretary of Encompass Health in February 2016. Prior to joining us, Darby was a partner of the law firm of Bradley Arant Boult Cummings LLP, in Birmingham, Alabama. He received his bachelor’s degree from Dartmouth College and his law degree from Washington & Lee University School of Law, where he was editor-in-chief of the Washington & Lee Law Review.

Elissa Charbonneau, Chief Medical Officer

Elissa (Lisa) Charbonneau, D.O., M.S., was appointed to chief medical officer of Encompass Health in June 2015. Prior to that role, she served as the company’s vice president of medical services. From 2001 to early 2015, she served as medical director at New England Rehabilitation Hospital of Portland, a joint venture of Maine Medical Center and Encompass Health, where she held a staff physician position at the hospital since 1992. She served on numerous committees at Maine Medical Center, where she was head of the division of rehabilitation medicine. She was a member of Encompass Health’s physician advisory board for over ten years. In 2007 and in 2012, she was named Encompass Health’s Medical Director of the Year for her outstanding clinical knowledge, exemplary performance in the development of quality clinical programs and overall excellence in leadership. In 2020, she was also recognized as one of Modern Healthcare’s 50 Most Influential Clinical Executives. Dr. Charbonneau received her doctor of osteopathic medicine from New York Institute of Technology College of Osteopathic Medicine, a master’s degree in natural sciences/epidemiology from the State University of New York at Buffalo and a bachelor’s degree from Cornell University. She is board certified by both the American Board of Physical Medicine and Rehabilitation and of the American Osteopathic Board of Rehabilitation Medicine.

Edmund Fay, Senior Vice President, Treasurer

Ed Fay joined Encompass Health in 2008 as senior vice president and treasurer. Fay has more than 15 years of experience in financial services specializing in corporate development, mergers and acquisitions, bank treasury management, fixed income and capital markets products. Prior to joining Encompass Health, he served in various positions at Regions Financial Corp., including executive vice president of Strategic Planning/Mergers and Acquisitions, senior vice president and senior treasury officer. He also has held vice president positions at Wachovia Corp. for asset and liability management and at J.P. Morgan & Co., Inc. for global treasury and capital management. Fay received a bachelor’s degree in business administration from Fordham University and a master’s degree in business administration from New York University’s Leonard N. Stern School of Business.

Andy Price, Senior Vice President, Chief Accounting Officer

Andy Price was named chief accounting officer in October 2009. He joined Encompass Health in June 2004 as vice president of operations accounting. From 1996 through 2004, Price served as senior vice president and corporate controller of Centennial HealthCare Corp., an Atlanta-based operator of skilled nursing centers and home health agencies. Prior to 1996, he was an audit manager with BDO Seidman in Atlanta. Price received a bachelor’s degree in accounting from Florida State University and is a certified public accountant.
